I recently upgraded to Kubuntu Jaunty Jackalope (9.04) beta, and discovered that I could no longer set the clock through either the command line or KDE 4.2.2. After some searching, I found that the solution is to upgrade kdesu. There is a bug in older versions that causes malfunctions for a variety of tasks requiring root permissions. Upgrading it to the most recent version fixes the problems.
